dc.description.abstract This thought piece is deliberately about issues and principles, rather than about setting out a step-by-step process for the planning and provision of services. What is important - and needs to be fully understood - are these issues and principles that need to be taken into account in the provision of services. It deals only with what are generally referred to as "township" or "local" services, as opposed to "bulk" services. The interface between these is by no means distinct, and depends primarily on the point of view of the person making the distinction. This is that the more the services provided to individual households are aggregated into area-wide needs, the less it matters whether the need for bulk is the result of a larger number of households receiving basic services, or a smaller number of households receiving higher levels of service. Just as long as in both cases provision is, in the determination of bulk service requirements, made for both growth and upgrading. en
