The development of performance indicators in the military is dependent on the measurability of its associated strategies. Von Clausewitz (1976) argues that nations are either at war or preparing for war. It follows that military forces should have a strategy for conducting war, also called a military strategy, and a strategy for preparing for war, loosely termed a force preparation strategy. The paper discusses research that was undertaken to measure the probability that combat ready forces will be able to execute a military strategy and to make quality assessments of logistic and human resource support functions in the military. |
