Contractor Development Models for Promoting Sustainable Building – a case for developing management capabilities of contractors

dc.description.abstract Construction industry and indeed all small and medium-sized contractors play a significant socio-economic role in the developing countries. This paper highlights the importance of promoting sustainable building through the implementation of contractor development models that are holistic and integrative in their approach. The nature and benefits of using these models are described from the perspective of empowering small and medium-sized contractors, enabling them to develop sustainable building practices and thereby grow and prosper. Furthermore, the authors argue that improvement, adequate resourcing and the implementation of models and programmes that embrace effective contractor development can greatly enhance the management capabilities of small and medium-sized contractors and so contribute to sustainability in many African construction industries. The paper briefly reflects on past and current contractor development programmes in South Africa and other African countries. A part of the research work done by the CSIR is discussed to illustrate the use and benefits of contractor development models. Specific aspects of sustainable building discussed in the paper are centred around the benefits obtained from developing the management capacity of contractors. The paper strongly promotes the view that holistic, integrative models have potential for alleviating poverty, addressing environmental concerns and reducing unemployment, thereby contributing to the socio-economic development of the African continent. A number of recommendations are offered that can improve many of the current programmes. Contractor development models within the context of the New Partnership for Africa’s Development (NEPAD) are seen as holding great potential for the achievement of positive socio-economic and environmental benefits. The paper concludes by making a case for contractor development programmes that are holistic and integrative in their approach in order to achieve sustainable building. en
