dc.description.abstract It is imperative that capacity building and black economic empowerment take place in South Africa at a rapid pace. This requires that, inter alia, strategies be implemented in order to create sustainable construction enterprises from a low base, in the shortest possible time. An empowered model has thus been created to ensure the rapid development of emerging construction contractors. This model has a sound theoretical base, is supported by extensive filed research and has been introduced in practice. The results were continuously measured and presented in statistical and diagrammatic format. en
